Raise student achievement by expanding AP and IB programs in high-need schools. Over a 4-year period starting in 2008, add 70,000 teachers qualified to teach AP or IB in math, science, and critical foreign languages. Increase to 700,000 per year the students who score passing AP (3–5) or IB exam results in those subjects. Also grow course offerings, enrollment, and statewide support.
