The Director of the Office of National Drug Control Policy must send a report to Congress and the President by December 1st every year. The report must be prepared after working with the Secretaries of Defense, State, Homeland Security, and the Treasury. The report must list every federal project to develop or deploy technologies that detect narcotics. For each project it must say which agency runs it, show funds obligated or spent during the fiscal year of the report or earlier fiscal years, give estimated funds for fiscal years after the report year, and include a detailed timeline for putting the project into place.
