Grant recipient — someone who gets a grant under section 1532. Nonprofit organization — an organization described in section 501(c)(3) of title 26 and exempt under section 501(a) of title 26. Program — the program set up under section 1531(a). Substance use and misuse — illegal or improper use of drugs (including substances listed in schedules I through V under section 812), misuse of inhalants or over‑the‑counter drugs, and use of alcohol, tobacco, or similar products where state or local law forbids that use.
