Give auditors access to books and records for any grant or grant renewal and ask grant recipients for information to check they meet the rules in section 1532(a). Issue a request for proposals that explains how to apply, how renewals work, and how renewals can be suspended or withheld. All applications must be in writing and reviewed. Try to keep reporting short and speed up renewal applications as much as the law allows. Collect data from national substance‑use organizations, eligible coalitions, federal/state/local agencies, tribal governments, and other related groups. Evaluate specific initiatives and the whole program, and share results with coalitions, other organizations, and the public. Work with the Advisory Commission and the National Community Antidrug Coalition Institute. Funds for program evaluations cannot come from section 1524(a), except amounts under section 1524(b) for administrative costs.
