Licenses for places that make viruses, serums, toxins, or similar products to sell, trade, or ship must allow officials to inspect the building, the products, and how they are made. If, after a hearing where the license holder can speak, the Secretary of Agriculture finds the license is being used to help make, sell, ship, or bring into the United States any worthless, contaminated, dangerous, or harmful such product for use in treating domestic animals, the Secretary can suspend or cancel the license or permit.
