Title 21 › Chapter 24— INTERNATIONAL NARCOTICS TRAFFICKING › § 1901
The United States must use economic and other financial sanctions against major foreign drug traffickers and their organizations around the world to protect national security, U.S. foreign policy, and the economy. On October 21, 1995, Presidential Decision Directive 42 told federal agencies to treat international crime as an immediate threat, cooperate with other countries, and use all legal tools. That same day, Executive Order No. 12978 used the International Emergency Economic Powers Act (IEEPA) (50 U.S.C. 1701 et seq.) to target four narcotics traffickers in Colombia. Because that action worked, Congress finds a national emergency from international narcotics traffickers and supports using the same powers globally.
