Title 21 › Chapter 24— INTERNATIONAL NARCOTICS TRAFFICKING › § 1905
The U.S. Treasury Secretary can control money and property that involve foreign countries or foreign people. The Secretary can investigate, limit, stop, or ban foreign-exchange deals, currency and securities trades, and bank transfers that touch foreign interests. The Secretary can also freeze, cancel, or otherwise block any property or transactions tied to a foreign country or national, and can act while an investigation is happening. The Secretary may require records, reports, and documents. If someone fully follows a Treasury order, license, or rule, that is a defense in court. People who act in good faith under these rules cannot be held liable. The Secretary can make any other rules needed to use these powers.
