Title 21 › Chapter 7— PRACTICE OF PHARMACY AND SALE OF POISONS IN CONSULAR DISTRICTS IN CHINA › § 206
A consul can cancel the pharmacy license of someone who owes permanent loyalty to the United States and who was licensed to practice in U.S. consular districts in China if the license was gotten by fraud, the person is addicted to narcotics or stimulants, has a physical or mental condition that affects fitness, is of immoral character, or was convicted of a crime involving moral turpitude. The consul must investigate any suspected case, hold a full hearing, and cancel the license if the facts support doing so.
