The Secretary of Homeland Security must keep an agreement, working with the Secretaries of Health and Human Services, Agriculture, Commerce, and the EPA Administrator, so laboratory networks chosen by the Secretary use common testing methods to speed detection and response to foodborne illness, share animal, farm, and human health information, plan for better national lab readiness, and provide extra testing capacity in emergencies while keeping up regular communication. Every two years the Secretary must send a progress report on this integrated lab consortium to the relevant committees of Congress and post the report on the Department of Homeland Security website.
