The Secretary must open FDA offices in foreign countries the Secretary chooses. These offices will help foreign governments keep FDA‑regulated foods and other products sent to the U.S. safe by doing and helping with inspections based on risk. The Secretary must consult State, Homeland Security, and the U.S. Trade Representative and report to Congress by October 1, 2011 on selections, progress, and plans.
