The President must impose penalties from the law. For each foreign entity tied to opioid trafficking, the President must pick five or more penalties. For each foreign individual, the President must pick four or more penalties. Those penalties apply to any foreign person who is named as a foreign opioid trafficker in an official report; who is owned, controlled, or directed by that trafficker, or who knowingly supplies or finds drug ingredients for them, or knowingly acts for them; who, on or after December 18, 2025, knowingly took part in a pattern of significant activity that materially helped opioid trafficking; or who knowingly provided repeated, significant financial, material, or technological support (including goods or services) for such activity, or is owned, controlled, or acting for someone who did.
