The President must punish foreign people he finds are knowingly involved in major trafficking of fentanyl, fentanyl precursors, or related opioids, including when they act through transnational criminal groups. Using emergency economic powers under U.S. law (the International Emergency Economic Powers Act), the President may block or forbid transactions in their property if the property is in the United States, enters the United States, or is held or controlled by a U.S. person. Within 180 days after April 24, 2024, and every year after, the President must tell Congress what actions were taken.
