The Secretary of Health and Human Services, through the FDA Commissioner, must fund public and private groups to research and develop ways to prevent, diagnose, reduce, treat, or cure ALS and other rare neurodegenerative diseases in adults and children. Funding must support three goals: describe the diseases and how they progress; find molecular targets; and speed up clinical development, for example using master protocols, adaptive or add‑on trials, and clinical trial networks.
