The Secretary must create rules for good manufacturing practices at places that make cosmetics. The rules should, when practical and appropriate, match national and international standards and protect public health so cosmetics are not contaminated or unsafe. They may let inspectors check records needed to show compliance during an inspection under section 374. When making the rules, the Secretary must consider business size and health risks. The rules must be flexible, include simpler requirements and possibly more time for small businesses, and follow talks with manufacturers (including small ones), consumer groups, and other experts. A proposed rule must be published within 2 years after December 29, 2022, and a final rule within 3 years after December 29, 2022.
