Federal law blocks states and local governments from having different or extra rules about certain cosmetics duties. That includes rules about listing and registering products, how they are made, keeping records, recalls, reports of bad reactions, and proving a product is safe. Aside from those areas, the Modernization of Cosmetics Regulation Act of 2022 does not cancel other state laws. States may ban or limit an ingredient and may keep any ingredient-reporting rules they had when the 2022 Act passed. The 2022 changes and any federal rules do not take away state court claims for money damages. Nothing here changes section 379s.
