Carriers and people who get or keep food, drugs, devices, tobacco products, or cosmetics that moved between states must let an officer the Secretary names look at and copy records about those items at reasonable times. The written request must say what kind of product. The records include movement, holding, quantity, shipper, and consignee. Anything found this way cannot be used to criminally prosecute the person whose records were copied. Carriers aren’t treated as violating other parts of this chapter just for normal transport, except as below. Shippers, motor or rail carriers, receivers, or others covered by section 350e must let a Secretary‑designated officer inspect and copy the records the Secretary requires under section 350e(c)(1)(E) at reasonable times.
