§379b Consolidated Administrative and Laboratory Facility

Summary

The Secretary must work with the General Services Administration to make contracts to design, build, and run one combined FDA administrative and laboratory facility. The Secretary must ask for proposals and pick the most cost-effective options. Contracts that use donated land, federal property, or lease-purchase deals get priority. A contract can only be signed if it will save the federal government money over the life of the contract compared to the government buying the facility, including borrowing costs from the Treasury. The Secretary may accept gifts or donations of land, buildings, services, or other property for the FDA. Congress authorized $100,000,000 for fiscal year 1991 and whatever sums are needed in later years, to be used until spent.
