The Secretary can make agreements with foreign governments to help inspect foreign food facilities that are registered under section 350d. The Secretary must send people and other resources to inspect foreign facilities, suppliers, and types of food, giving extra attention to those the Secretary calls high risk to protect the U.S. food supply. Food must be refused entry into the United States if a foreign factory, warehouse, or other place will not let U.S. inspectors or people the Secretary names come in to inspect. A refusal includes not allowing an inspection within 24 hours after the request, or within another time both sides agreed on.
