Title 21 › Chapter 9— FEDERAL FOOD, DRUG, AND COSMETIC ACT › Subchapter X— MISCELLANEOUS › § 394
The Commissioner of Food and Drugs can create technical and scientific review groups needed to do FDA work. The Commissioner may hire and pay members for those groups without following the usual federal hiring and pay rules. If someone is already a U.S. officer or employee, they cannot get extra pay for serving on these groups.
