The Secretary must run a program that hires qualified health professionals to do research as Food and Drug Administration employees. For each year they serve, the federal government will pay back up to $20,000 of the principal and interest on their educational loans. To be eligible, a professional must have a substantial amount of educational loans compared to their income and must agree to work at least 3 years. The program follows the rules of the National Health Service Corps Loan Repayment Program unless those rules conflict with the rules above. Congress may provide whatever money is needed to carry out the program for fiscal years 1994 through 1996.
