Defines key words used in the chapter. "Person" means an individual, partnership, corporation, or association. "Interstate or foreign commerce" means trade that crosses or connects States, Territories, possessions, or the District of Columbia with places outside them, or that goes between two points in the same State/Territory/possession/D.C. if it passes through outside places, or that takes place within a Territory/possession or within D.C. "Filled milk" means milk or cream (in any form, like condensed, powdered, etc.) mixed with any fat or oil not from milk to imitate milk or cream, except for special infant formulas that (1) are made for infants/young children on a doctor’s order, (2) come in cans no larger than sixteen and one-half ounces with a bold label saying they’re for that use only, and (3) are shipped only to doctors, druggists, orphanages, child-welfare groups, hospitals, and similar institutions and usually sold by them.
