Businesses and people must not buy, sell, transport, offer, receive for transport, or import dead, dying, disabled, or sick cattle, sheep, pigs, goats, horses, mules, other equines, or parts of their carcasses as part of trade unless they follow rules the Secretary sets to keep those animals and parts out of the human food supply.
