An authorized representative of the Secretary may detain any carcass, part of a carcass, meat, or meat product from cattle, sheep, swine, goats, horses, mules, or other equines — and certain related products — or any dead, dying, disabled, or diseased animal of those kinds found where meat is stored or moved for commerce. They can detain it if there is reason to believe it is adulterated, misbranded, uninspected, or otherwise violates federal or state law, or if it is intended to be distributed in violation of those laws. The item may be held for up to 20 days while action under section 673 of this title is taken or while officials notify federal, state, or other government authorities. No one may move the item from where it was found until the representative releases it. Official inspection marks may have to be removed before release unless the Secretary agrees the item can keep them.
