Defines important words used in the chapter. "Appropriate congressional committees" refers to four U.S. Congress committees: the Senate Foreign Relations Committee, the Senate Appropriations Committee, the House Foreign Affairs Committee, and the House Appropriations Committee. "International financial institutions" refers to eleven named bodies (for example, the International Monetary Fund; parts of the World Bank group; several regional development banks and related agencies) and any multilateral financial institution created after January 1, 2021, that could give money to the Government of Sudan. "Sovereignty Council" refers to Sudan’s transitional governing body made up of 11 people: 5 civilians chosen by the Forces of Freedom and Change, 5 chosen by the Transitional Military Council, and 1 chosen by agreement of those two groups. "Sudanese security and intelligence services" refers to entities such as the Sudan Armed Forces; the Rapid Support Forces; Popular Defense Forces and other paramilitary units; police forces; the General Intelligence Service (formerly the National Intelligence and Security Services); and related organizations like the Military Industry Corporation. "Transitional period" refers to the 39-month span starting August 17, 2019, during which the Transitional Military Council’s appointees choose the Council chair for the first 21 months and the civilians’ appointees choose the chair for the final 18 months.
