Unless this subchapter allows it, money approved to help Burma must not be given to certain people or groups. The funds cannot go to the State Administrative Council, any group run by or tied to the Burmese military, or anyone or any group found to have committed serious human rights abuses or pushing violence against ethnic or religious groups in Burma — as decided by the Secretary of State for programs run by the State Department and USAID, or by the President of the National Endowment for Democracy for NED programs. The funds also must not go to the Burmese military.
