Title 22 › Chapter 114— WESTERN BALKANS DEMOCRACY AND PROSPERITY › § 10706
Congress says U.S. partnerships with Western Balkans universities help U.S. foreign policy and should use both government and private resources. These partnerships let schools share ideas, research, technical skills, and culture, and can lead to private-sector cooperation that benefits the United States. The President, through the Secretary of State, can promote these ties by backing cyber-resilience research; helping governments update policies, curricula, data systems, and teacher and student training (including English); encouraging exchanges to widen access to education and job skills; and supporting university exchanges and regional alliances.
