Title 22 › Chapter 114— WESTERN BALKANS DEMOCRACY AND PROSPERITY › § 10709
Congress says the Agreement on the Path to Normalization of Relations, agreed to by Kosovo and Serbia on February 27, 2023, with help from the European Union, is a positive step. Congress wants Serbia and Kosovo to move quickly on the Implementation Annex. After enough progress, the United States should consider steps to strengthen relations with both countries, such as starting bilateral strategic talks and boosting trade and investment, and keep supporting a final deal based on mutual recognition. The United States will not support land swaps, partition, or redrawing borders along ethnic lines in the Western Balkans to solve disputes. The United States should back pluralistic democracies in the region to help prevent a return to ethnic violence.
