Title 22 › CHAPTER 115 — SANCTIONS WITH RESPECT TO THE RUSSIAN FEDERATION › § 10802
The President must, no later than 30 days after September 18, 2026 and then every 180 days, review people and ships tied to the Russian government and, when appropriate, impose sanctions and block listed vessels. Covered people include top Russian officials (for example, the President, Prime Minister, defense and military leaders, intelligence chiefs, key ministers, and other senior officials the President names). It also covers foreign people who sell or help sell defense-related goods (such as CNC machine tools, lubricant additives, propellant components, chemical coatings, fiber-optic cables, advanced sensors, items on Commerce’s high-priority list, and other items the Secretary of State identifies); people who hide or structure transactions to supply those goods; those who do major business with the Russian Armed Forces; those who damage Ukraine’s military readiness, infrastructure, cybersecurity, democratic processes, territory, or who commit serious human-rights abuses there; leaders or major owners of companies in Russia’s defense, energy, or transport sectors; certain oligarchs; people tied to transnational crime, corruption, killings, or sanctions evasion; leaders or owners of specified Russian LNG projects (Yamal LNG, Arctic 1–3, or Arctic projects after September 18, 2026); and foreign vessels used to move oil, gas, coal, arms, or other goods to evade sanctions, plus their owners, operators, insurers, captains, ports that host them, and anyone who received property from a sanctioned person to evade sanctions. The President may treat a vessel sanctioned by the UK, EU, G7, or Five Eyes as evidence it is evading sanctions. All sanctions from any Executive Order the President continued on March 24, 2026 remain in effect as they were the day before September 18, 2026. Sanctions include blocking and prohibiting transactions in any property in the United States or controlled by U.S. persons, and blocking listed vessels under U.S. emergency powers. Foreign persons covered are barred from U.S. visas, admission, or parole, and any existing U.S. visa or entry document for them is revoked immediately and cancels other valid visas.
