Title 22 › CHAPTER 115 — SANCTIONS WITH RESPECT TO THE RUSSIAN FEDERATION › § 10815
The President may choose to stop applying any sanction, restriction, or duty under this chapter to a foreign person or other person. Before doing that, the President must give Congress a written certification that the waiver is in the national interest of the United States and a report that explains why. If the President issues several waivers of the same section of this chapter, the certifications and explanations can be combined into one report. Each report must be unclassified but can include a classified annex. The President does not have to send the report described above for a change in a duty rate under section 10813(b), but must still provide any written determination required by 10813(b) and any report required by 10813(g)(1).
