The Secretary of State must do a detailed review of the exchange of letters between the United States and Czechoslovakia that set up reciprocal social security payments. The review must check whether Czechoslovakia follows the letters, compare the benefits residents in each country get, and explain reasons for any differences. Working with the Department of Health and Human Services, the Secretary must report to Congress not later than six months after Dec. 29, 1981. The report must give the review results, any recommended law or agreement changes to make benefits more comparable and fair, and a specific assessment of the feasibility, likely effects, and advisability of ending U.S. social security payments to residents of Czechoslovakia because of benefit inequities.
