Title 22 › Chapter 15— THE REPUBLIC OF THE PHILIPPINES › Subchapter IV— GENERAL PROVISIONS RELATING TO TRADE RELATIONS › § 1354
The U.S. International Trade Commission must investigate Philippine imports when asked by the President, by a resolution of either House of Congress or both, on its own, when it thinks there is good reason, or if any interested person asks. The investigation does not cover items already under a quota in part 2 of subchapter I. The Commission must find whether those imports are coming or likely to come into strong competition with similar U.S.-made goods; the largest amount that may be entered or withdrawn for consumption without creating that competition; and the total amount entered or withdrawn for consumption in the United States during the 12 months ending on the last day of the month before the month the investigation begins. The Commission must hold a public hearing with reasonable notice, give these investigations priority, and report the results to the President and both Houses of Congress.
