Defines key words used in sections 1393 and 1394. When used as a place, "United States" includes U.S. territories and possessions but not the Philippines; it is not the same as "continental United States." "Cordage" covers yarns, twines, cords, rope, and cable mainly made from manila (abaca) or similar hard fibers. "Philippine Government" means the Commonwealth government of the Philippines. "United States duty" for export taxes is the lowest ordinary customs duty rate in effect at shipment for similar goods coming into the continental U.S. from any foreign country except Cuba; if more than one ordinary rate applies, add them together. "Refined sugars" has the same meaning as "direct-consumption sugar" in section 1101 of title 7. A "Philippine article" is a good grown or made in the Philippines with no more than 20% of its value from other-country materials and brought to the U.S. An "American article" is a good grown or made in the U.S. with no more than 20% of its value from other-country materials and brought to the Philippines. "Philippine import duty" is the lowest ordinary customs duty at the port of arrival when the good enters or is withdrawn for consumption in the Philippines; if more than one ordinary rate applies, add them together. The words "includes" and "including" do not limit the meaning to only the examples given. "Ordinary customs duty" does not include any import charge that exists to make up for an internal tax on a similar domestic product or on a commodity used to make the imported product.
