A Television Marti Service is set up inside Voice of America to run all television broadcasts to Cuba allowed under this subchapter. The Broadcasting Board of Governors must appoint a head of the Service who reports to the International Broadcasting Bureau. The head hires the staff needed to do the work. The Service must use Board facilities and management help as much as possible, including Voice of America: Cuba Service, Voice of America, and the United States International Television Service. The Board can carry out the work by grants, leases, or contracts if money is available, or by other methods it thinks will work best.
