Sets the meanings of some words used in this part. Licensee means whatever 47 U.S.C. 153(c) says it means. Incumbent domestic licensee means a licensee under 47 U.S.C. 153(c) who was broadcasting a TV signal on January 1, 1989. Objectionable interference means the same thing the Federal Communications Commission uses for other U.S. broadcasters. Appropriate committees of Congress means the House Committees on Foreign Affairs and on Energy and Commerce, and the Senate Committee on Foreign Relations.
