Creates a three-person Commission. The President appoints a full-time Chairman and two part-time members, all with Senate approval. The Chairman serves a three-year term and is paid at Level V of the Executive Schedule (see section 5316 of title 5). The part-time members are paid a daily rate equal to the Level V daily rate for days they work and are reimbursed for travel and subsistence under section 5703 of title 5. Terms are three years. The first people appointed after this rule start will have staggered end dates: the Chairman’s term ends September 30, 1982, one member’s ends September 30, 1981, and the other ends September 30, 1980. Current members serving on March 14, 1980 may keep serving until their appointed terms end.
