Defines three terms. "National of the United States" means a natural person who is a U.S. citizen or who owes permanent allegiance to the United States, and it also includes a U.S.-organized corporation or legal entity if natural-person U.S. nationals own, directly or indirectly, more than 50% of its outstanding capital stock or other beneficial interest; it does not include aliens. "Commission" means the Foreign Claims Settlement Commission of the United States, set up under Reorganization Plan Number 1 of 1954 (68 Stat. 1279). "Property" means any property, right, or interest.
