Creates a process to decide how much people are owed and whether claims against the Government of Cuba (since January 1, 1959) or the Chinese Communist regime (since October 1, 1949) are valid. The claims cover government takeovers or special actions against property of nationals of the United States, and claims for disability or death from violations of international law. It only gathers information about the total amount of such claims and does not allow the government to set aside money to pay them.
