Defines key words used in this part of the law. "National of the United States" means a person who is a U.S. citizen, or a company set up under U.S., state, District of Columbia, or Puerto Rico law if U.S. citizens directly or indirectly own 50 percent or more of it; it does not include non‑U.S. citizens. "Commission" means the Foreign Claims Settlement Commission of the United States. "Property" means any property, right, or interest (including leases) and debts owed by the Government of Cuba or the Chinese Communist regime, or by businesses those governments have nationalized, expropriated, taken, or intervened in, and debts tied to such taken property. "Government of Cuba" and "Chinese Communist regime" each include their respective political subdivisions, agencies, or instrumentalities.
