Create a Claims Fund in the U.S. Treasury to pay unresolved claims by U.S. citizens against the German Democratic Republic under this law. When money goes into that fund, the Treasury must take 5 percent to repay the U.S. government for costs of the Commission and Treasury. The taken money goes to Treasury miscellaneous receipts.
