The Commission must tell each person who files a claim how much loss it finds is covered by this law. It must also send the Secretary of State that dollar amount, the basic facts behind it, the evidence used, and the reasons for the decision. If a claim was sold before the Commission decided the amount, the certified amount cannot be more than what the last buyer actually paid for the claim.
