Allows spending in Ireland of the remaining approximately 6,000,000 Irish pounds from the special account set up under Article IV of the Economic Cooperation Agreement between the United States and Ireland dated June 28, 1948. The money must be used for three things: scholarship exchange between the U.S. and Ireland; other programs and projects (including creating an Agricultural Institute) to improve Irish farming, production, marketing, and industry; and development projects that support those goals.
