Congress authorizes up to $680,000,000 for related purposes. Funds remain available until spent, may supplement other funds, and are subject to future laws and presidential terms. None may go to a Latin American country under OAS sanctions. The Secretary of State must report plans to Senate Foreign Relations and House Foreign Affairs Committees.
