Title 22 › Chapter 25— PROTECTION OF VESSELS ON THE HIGH SEAS AND IN TERRITORIAL WATERS OF FOREIGN COUNTRIES › § 1980b
If the Secretary of State finds a country has put conditions on U.S. fishing vessels that the United States thinks break international law, the Secretary must tell the President. The President must then order federal agencies to put similar conditions on fishing vessels from that country. "Fishing vessel" is defined in 46 U.S.C. 2101(12). Congress expects the U.S. response to match the foreign country's actions.
