Creates the International University for the Americas to help the countries in the Americas grow their economies together and strengthen democracy, and to mark the 500th anniversary of Columbus’s arrival. The Secretary of State, with input from other governments, must pick a site in the Americas that is easy for people in the region to reach. The chosen country must show it supports economic integration and democratic values and agree to help pay or provide assistance for the school. The university’s rules must bring faculty and students from all Western Hemisphere nations and teach subjects that build regional economic ties and democratic skills. Annual U.S. reports must describe progress on choosing the site and designing the university. Up to $500,000 from U.S. assistance funds for Latin America and the Caribbean under the Foreign Assistance Act of 1961 (development assistance and the economic support fund) may be used for the site location and design phase.
