Title 22 › Chapter 29A— INTER-AMERICAN CULTURAL AND TRADE CENTER › § 2083
The President must appoint a Commissioner for Interama to work in the named department or agency. The Commissioner reports to the department head and must carry out the duties the President gives to implement this chapter. The department head may hire people and set their pay without following civil service rules (including chapter 51 and subchapter III of chapter 53 of title 5), but pay cannot be higher than comparable civil service rates. The head may also get temporary help under section 3109 of title 5, enter into contracts, obtain or make exhibits and the materials and equipment for them and handle their transportation, insurance, display, upkeep, and dismantling, pay other needed expenses, and accept donations or loans of money, property, or services.
