Title 22 › Chapter 30— INTERNATIONAL COOPERATION IN HEALTH AND MEDICAL RESEARCH › § 2102
The Secretary of Health, Education, and Welfare may use U.S. health research and training resources in foreign countries that agree to help carry out health and rehabilitation research and training. The Secretary can create and run fellowships in the United States and in those foreign countries; give grants to public or nonprofit groups to set up fellowships; provide or loan equipment, medical or scientific supplies, and other materials for use in those countries; join or support international research meetings and activities; and arrange exchanges of research scientists and experts between the United States and the participating countries. The Secretary may pay per diem, subsistence, and travel at rates not to exceed those in section 5703 of title 5. He may also hire temporary experts or consultants under section 3109 of title 5, pay them up to $50 per day (including travel time), and allow travel expenses as authorized by section 5703 of title 5. “Health research” includes studies on causes and ways to prevent accidents, such as highway and aviation accidents. “Participating foreign countries” are those that cooperate with the United States in these efforts.
