Title 22 › CHAPTER 32 — FOREIGN ASSISTANCE › SUBCHAPTER I — INTERNATIONAL DEVELOPMENT › Part I — Declaration of Policy; Development Assistance Authorizations › § 2151b–3
The United States must make fighting tuberculosis (TB) a main goal of its foreign aid. The President must set up a five-year U.S. plan to expand and improve global TB efforts. The plan must aim to cut TB deaths and illness in half from the 1990 level, keep finding at least 70% of sputum smear–positive TB cases and successfully treat at least 85% of those found in countries with USAID TB programs, treat 4,500,000 new sputum smear TB patients by 2013, and diagnose and treat 90,000 new multidrug-resistant TB (MDR–TB) cases by 2013. The U.S. is allowed to provide money and help for TB prevention, treatment, control, and elimination. The President must work with the World Health Organization, the Global Fund to Fight AIDS, Tuberculosis, and Malaria, and others. Priority is given to direct services in the Stop TB approach (like expanding observed treatment programs, quick testing, treating people with both TB and HIV, treating MDR–TB, strengthening health systems, following care standards, and supporting research) and to funding the Global Tuberculosis Drug Facility, the Stop Tuberculosis Partnership, and the Global Alliance for TB Drug Development. Each year the President must report to Congress on results and activities, including numbers diagnosed and cured, where money was spent, research supported, MDR–TB cases treated, coordination with partners, workforce limits, the number trained, and a spending breakdown. DOTS: the WHO-recommended TB treatment approach. DOTS-Plus: DOTS plus extra care for areas with lots of drug-resistant TB. Global Alliance for TB Drug Development: a public–private group to make new TB drugs. Global Tuberculosis Drug Facility: a program to increase access to quality TB drugs. Stop TB Strategy: WHO’s six-part plan to cut TB deaths and illness. Stop Tuberculosis Partnership: a group of countries and organizations working to end TB.
