The President can move money between different parts of this program when needed. He can move up to 15% of the funds from any one part into another part. The money moved can be used for any purpose those funds are allowed to be used for. The part that gets extra money cannot end up with more than 25% above the amount it was given. Two other transfer powers in the law (sections 2360(a) and 2364(a)) cannot be used to move money from this part to other parts of the chapter. The only exception is that those powers may transfer, for the purposes of section 2427, up to 5% of the funds given for section 2427(a)(1).
