Congress supports U.S. efforts to talk and plan with the countries involved, other donor nations, the United Nations, and regional groups to build a long-term development program for the African Sahel. The President may create a long-term development program for the Sahel and other drought-hit African countries. In doing so, the President must work with international partners on planning and actions, invite African countries and organizations to help set priorities, and begin planning right away.
