Require the main U.S. development agency to give priority to programs that reduce illegal drug farming by creating broader economic opportunities for the poorest workers in developing countries. The law says stopping drug crops depends on offering other ways to earn a living, along with direct drug-control efforts. The agency may use funds to raise awareness about the harms of producing and trafficking illegal drugs in source and transit countries. It must also fully cooperate with and share development expertise with other U.S. agencies working on drug control abroad.
